Meeting Minutes: February 17, 2002

Call to order:
The meeting was called to order by Alan Bohanan at 2:10 p.m. in the Iowa Wesleyan College Student Union in Mount Pleasant, Iowa.
Minutes: A motion was made, seconded and carried to approve the minutes of the 1-13-02 meeting.
Treasurer Report: The Treasurer, Sandy Dockendorff, reports that we have received our federal ID number. First Star bank is the one selected for the account. On Tuesday the account will be opened. We have $1,146.86 in the account. The Secretary (Sharon) is owed $49.62. The balance will be $1097.24. Kenra Wyse reported that the last two meetings in the international room have costed $50.00 apiece. The Mt. Pleasant treasurer paid that bill. The cost for the room today will probably also be $50.00. A motion was made, seconded and carried to approve the payment of the bills to the Secretary and to the Mt. Pleasant Democratic Party.
It was moved, seconded and carried that the check fee be automatically deducted from the account.
It was moved, seconded and carried that the Treasurer be authorized to pay the normal secretarial and treasurer expenses on an ongoing basis subject to reports at the following meeting.
State Central Committee Report:
Daryn Hamilton said that a packet has been sent out to the county chairs with information regarding the using of the rainy day fund. The information stresses the impact on the state of the budget shortfall resulting from not tapping into the rainy day fund. There is a monetary cap on that rainy day fund and within the next year the State will reach that cap and therefore using the money now seems prudent.
Norm Sterzenbach said that he will email that packet of information to the Secretary (Sharon) and she can email it to everybody on the District Committee. There are a total of seven attachments.
Pat Marshall said that the campaign finance reform that is occurring at the national level could hurt the Democratic Party. Money could not flow from the national to the state parties. Even though, as a party, we endorse campaign reform, both the building fund and the coordinated campaign would be effected negatively.
There has been a change in District and State Convention Delegate and Committee Apportionments. The information will be sent to the Secretary (Sharon) so that she can put them on the district website. When the first apportionments were approved, absentee voting was not included in the apportionment. Linn and Johnson counties both had a high level of absentee voting and they both picked up many delegates, as did Des Moines county.
The staff at IDP has offered to do some voter activation network training at the district conventions. Room will be made available. Alan advised that sufficiently qualified people attend the training and emphasized that it is a training session rather than a demonstration.
Emily's list is having a training indoctrination for female candidates on March 1st and 2nd and any women running in the district are invited and encouraged to attend. Let Alan know and he will supply the names to IDP to make arrangements. This includes candidates for State and County level positions.
District Convention Site:
City High in Iowa City has been confirmed as the site of the district convention. Carol Porch reported that the site will include the cafeteria, gym, and 4 classrooms for $80.00. It is handicapped accessible. A map and instructions will be provided to the Secretary (Sharon) and she will put it on the district website.
On March 23rd at 11:00 a.m. there will be a second committee organizational meeting and also a meeting of all committees. Carol will arrange for it to be held at the school or at an alternative near the school so that the school can be visited. Johnson County volunteered to provide food for this meeting.
The bylaws state that the convention starting time is at 10:00 am and that seating can begin at 9:00 am. Alan said that we could have pre-registration on Friday night and early Saturday morning.
Norm Sterzenbach recommended that the Chair appoint temporary chairs for the committees. Alan will distribute the information needed by the committees by mail to the appropriate people.
Media and Research Report:
Brian Flaherty reported that he has been posting information on the research listserve of Jim Leach's newspaper coverage in both Johnson and Linn Counties. He said that the Leach people are trying to position themselves as moderates. Brian brought printouts to the meeting of the articles and also a breakdown of voting patterns. Brian asks that committee members clip articles that they notice in their local papers either pro Leach or con Leach and bring them, or photocopies of them, to the next meeting so that they can be sent to the candidates. It was emphasized that Leach voted for the Republican stimulus package last week and that should provide an important point of discussion in the counties.
Alan presented a letter to the editor written by Phil Scott and encouraged people to write more letters to the editor. David Loebsack said that he would be willing to write letters to the editor and send them to Brian. Individuals in the local counties could then place the letters in their local newspapers, signed with their own name. Brian indicated that he would coordinate that effort.
Coordinated Campaign Report:
Kirsten Running and Travis Lowe both presented brief reports about the work that the coordinated campaign has been doing. There is another special election coming up in Mason City. Absentee ballot programs are making a difference in the races. People that want to help with the Mason City race are encouraged to contact Kirsten or Travis.
Norm mentioned that the change in the convention numbers is a result of the success in the early voting/absentee ballot campaigns. Norm commended the staffers that are willing to put in the time and effort to obtain the early and absentee votes in the special elections. He praised the local county party members that realize the value of these efforts and that work cooperatively with the staffers and attempt to facilitate their efforts.
Alan emphasized that we lost the 2000 election on Election Day and won it by virtue of the absentee ballots. Alan's county started with a tie but ended with two more votes for Gore because of absentee balloting.
Committees:
Committee Chairs designated at the last meeting are: Marlyn Schepers for Platform; Daryn Hamilton and Carol Porch for Arrangements; D.J. Arnold for Credentials and Sandy Dockendorf for Rules and Nominations.
The meeting adjourned to individual committee meetings at 2:55 p.m. and reconvened at 3:50 p.m.
Each committee chair made a report of progress:
Platform Committee: The committee will meet March 23 and 30th in Mt. Pleasant due to the centrality of the location. The committee requested that the Iowa City members make certain that they have a room reserved in which they can meet in Iowa City during the district convention.
Arrangements Committee: The committee decided upon the use of coded cards that permit people to pre-pay for lunch. They plan to have a babysitting room with activities for children at the convention. They will check on Internet access for the media room and on the availability of a sound system. Norm has offered to make the signs.
Credentials Committee: The committee will meet again on March 23rd so that they can see the school. They stated that they need a list of the delegates within a day or two following the county conventions. The chair can be reached at darnold@mccloudusa.com Alan concurred and emphasized that county chairs report delegates promptly and recommended that they encourage delegates to pre-pay.
Rules and Nominations Committee: The committee requests that the convention call be sent to Alan as early as possible to assist them in coordination. They will complete with their tasks on March 23rd at City High. They are planning to have electronic voting and electronic platform plank selection and delegate selection.
Alan said that convention calls have to be in the mail on April 10, 2002
It was suggested that the time for lunch and the speakers' time be limited at the convention.
A motion was made, seconded and carried approving the site in Iowa City (City High) for the District convention.
Candidates:
Bruce Whitaker spoke for John Whitaker who was attending a meeting in Ames during this time. Bruce said that John intends to make a formal announcement later in this week.
Julianne Thomas introduced her finance director, Emily Campbell. Her campaign manager is presently in Washington meeting with Emily's list. Ms. Thomas has had a fundraiser both in Washington and Iowa City and has several planned in the near future. Rod McCloud is her first field representative. He is a jazz musician who wrote for Rolling Stone Magazine.
Faith Wilmot spoke in support of the election of Tom Harkin. She presented the "10 for Tom" concept. For $10.00, one can purchase a Tom Harkin key ring.
Kirsten Running said that anybody can join the "10 for Tom" campaign and have their own envelope of key rings to sell to their friends and neighbors. Call Anthony, the Harkin fund raiser, at 319-400-0223.
