The Second District of Iowa includes the following twenty-four counties: Appanoose, Cedar, Clarke, Clinton, Davis, Decatur, Des Moines, Henry, Jasper, Jefferson, Johnson, Keokuk, Lee, Louisa, Lucas, Mahaska, Marion, Monroe, Muscatine, Scott, Van Buren, Wapello, Washington, and Wayne.

The Iowa Democratic Party State Central Committee is the highest governing body for the Iowa Democratic Party. Each of Iowa's five U.S. Congressional Districts also elects a district central committee to preside over that district. Thus, the Second District Central Committee serves the Second District portion of the Iowa Democratic Party (IDP). In turn, each county also elects a county central committee.

The function of each district central committee is to coordinate Democratic campaign efforts for that district and to collect and distribute district Party funds. In particular, the committee provides campaign assistance to their U.S. Congressional candidate, as well as to their state legislative candidates whose districts cross county lines.
